Sabotaged by an impromptu balloon festival

Having partially failed at theme III.(c) in 2011 and 2012, then failed to attempt the June challenge at all from 2018-22, I have today completely failed at theme III.(c). I was beaten by an unexpected balloon festival. No, rly. Might try again on Monday. /end report

This is no way to run a country, with suddenly rescheduled balloon festivals clogging up the arteries of the commerce, yours etc., Disgusted of Tunbridge Wells. ;-)

I regret to inform you there is now a minor scandal surrounding the balloon festival, which didn't have balloons yesterday (and the local police had to delete posts from their social media and...). I hope they manage to fly some balloons today, for everyone's sake.

Oh, yes, I definitely couldn't handle a pro level nemesis... maybe a bumbling amateur nemesis - preferably part-time. I take back everything I said about the balloonists (who fortunately managed to conjure up about ten balloons on Saturday evening).
